Read ID/Pass ID Office Requirements

At our recent PSSRA General Membership meeting, the subject of “Real ID” requirements was discussed.  The Board of Directors committed to determining the current requirements necessary to obtain a PSNS&IMF access credential.  Below are those requirements.

REAL ID ACT TOOK EFFECT MAY 7

Implementation of the REAL ID Act began May 7, 2025. From that day on, anyone 18 years and older that plans to visit certain Federal facilities or fly domestically will need a REAL ID or another acceptable form of identification. What are the implications of the REAL ID Act for accessing military bases? The standard access requirements remain the same for active duty and dependents, DoD civilian personnel, DoD retired personnel and dependents under the age of 18, vetted veterans in possession of a Veteran Health Identification Card (VHIC) and personnel that have been issued a Defense Biometric Identification Card (DBIDS) for access to one of our Northwest U.S. Navy installations.

NOTE: REGCOM allowed a 60-day grace period through July 8, 2025. Everyone was encouraged to acquire a REAL ID as soon as possible.

Per NAVBASEKITSAPINST 5530.15B 9 Jan 2024, Enclosure (2) AUTHORIZED CITIZENSHIP DOCUMENTATION

Naval Base Kitsap accepts the following :

 1. State issued Birth Certificate (original with raised state seal). Citizenship only

2. United States Passport or Passport Card (unexpired). Both citizenship and ID

3. Certificate of Naturalization. Citizenship only

4. Permanent Resident Card with expiration date and photo. Both citizenship and ID

5. Enhanced Driver’s License. Both citizenship and ID are from the 5 states below.

6. Consular report of birth abroad. Citizenship only

Enhanced Driver’s License will serve as ID and citizenship ONLY from the following 5 states: Washington, New York, Minnesota, Michigan, Vermont

Controlled Industrial Area

 Per PSNS & IMF INST  M-5530.1E Physical Security Plan 14 May 2024, Chapter 2:

     a. Proof of U.S. citizenship.  Appendix F shows examples for acceptable proof of U.S. citizenship to receive an SACB for PSNS & IMF area access (including the CIA).  These  include:  

          (1)  A DoD clearance in DISS (or its successor system) or other approved system.  Contractors must be associated with their current organization in the system used.

          (2)  U.S. birth certificate with a raised state seal.

          (3)  FS-240 Consular Report of Birth Abroad. 

          (4)  DS‑1350 Certification of Report of Birth or FS‑545 Certificate of Birth Abroad. The Department of State no longer issues these forms; although discontinued, previously issued                    forms are still valid and have no expiration date.

          (5)  U.S. Passport Book or valid U.S. Passport Card.

          (6)  N‑550 Certificate of Naturalization (original only). 

          (7)  N‑560 Certificate of Citizenship or N‑561 Replacement Certificate of Citizenship. 

          (8)  Current and valid enhanced state driver’s licenses.
