Biography of Speaker Captain Per Erik Provencher
Captain Provencher is a native of Seattle, Washington and was commissioned in 1986 at the University of Washington with degrees from the Jackson School of International Studies in Foreign Affairs and Asian Linguistics including a summer as a Midshipman exchange student at the Japanese National Defense Academy in Miura, Japan.
He reported to USS HARRY W HILL (DD 986) serving as Gunnery/Ordnance, Communications and Assistant Operations Officer. He was selected for the Carrier Readiness Improvement Program and reported to USS NIMITZ (CVN 68) as Electrical Principal Assistant, becoming the first non-nuclear trained officer to qualify as Engineering Officer of the Watch in a NIMITZ-class aircraft carrier.
Captain Provencher attended the Naval Postgraduate School graduating in 1994 with a MSEE in Power Systems and Computer Engineering and was selected as an Engineering Duty Officer. He then reported to Puget Sound Naval Shipyard working on cruiser, submarine and tender projects and as Docking Officer. He was selected as the Kitsap Chapter of The Retired Officers Associations’ Junior Officer of the Year for 1995. Captain Provencher reported to the 7th Fleet Command Ship USS BLUE RIDGE (LCC 19) in Japan as the Electronics Maintenance Officer and Combat Systems Department Head.
Captain Provencher next served at the Space and Naval Warfare Systems Command headquarters in San Diego as Fleet Battle Group Manager. He next served in the joint NAVAIR-SPAWAR Tactical Data Systems Program Office (PMA-PMW 101/159) as Deputy Surface Program Officer and Chief Engineer.
Captain Provencher returned to sea as Combat Systems Department Head in USS CARL VINSON (CVN 70) including an accelerated extended deployment in support of Operation Iraqi Freedom.
Captain Provencher reported to Puget Sound Naval Shipyard and served as Deputy Project Superintendent for the USS JOHN C STENNIS (CVN 74) DPIA including a CAPSTONE Combat Systems replacement – the largest and most complex DPIA yet attempted – delivering on budget and ahead of schedule. He then served as Business Operations Officer and as the Business and Strategic Planning Department Head.
Captain Provencher then reported in 2007 to Portsmouth Naval Shipyard in Kittery, Maine as Business and Strategic Planning Officer, working through the shift to mission funding and the establishment of Portsmouth Naval Shipyard Detachment San Diego.
Captain Provencher is currently the Deputy Regional Maintenance Center Commander at Puget Sound Naval Shipyard and Intermediate Maintenance Facility.
Captain Provencher is a member of the Acquisition Professional Community qualified in Program Management, Production Quality Management and Systems Engineering and is a designated Navy C4 Technical Expert. His decorations include the Meritorious Service Medal (with two Gold Stars), the Navy and Marine Corps Commendation Medal (with two Gold Stars), the Navy and Marine Corps Achievement Medal (with two Gold Stars) and various campaign and unit citations. He is married to the former Dawn Eichner of Bellevue, Washington and has two children, Christopher and Kathryn.
